Every Toronto basement slab transmits moisture vapour from surrounding soil through the concrete — this is not a defect, it is how concrete behaves. The question is not whether moisture vapour is present, but at what rate. DIY Moisture Check

Tape a 600mm × 600mm square of plastic sheeting to the bare concrete, sealing all edges with duct tape. Leave for 24 hours. Condensation on the underside of the plastic indicates elevated moisture vapour emission — a moisture-tolerant primer or vapour barrier system is required. This is not a substitute for calcium chloride testing but provides useful qualitative guidance.

If water is visibly seeping through the slab or walls, no epoxy or urethane coating will solve the problem. Water under hydrostatic pressure will push any coating off the slab. The solution is drain tile, sump pump, or crystalline waterproofing — not a coating applied on top of an active water source.
